Position Summary:

The Behavioral Health Site Director provides clinical and administrative oversight of Clinical programs for a specified site. The position is responsible to ensure quality standards and services according to contract requirements and AzCA standards, and management of staff and financials.

Essential Job Functions:

• Implements programs in accordance with contract requirements with trauma informed concepts and practices.

• Implements QM and QI plans and ensures that deliverables are met.

• Monitors productivity of staff and proactively identify and address issues to ensure quality and quantity of program and contract requirement are maintained.

• Monitors and ensures that all compliance policies and practices are followed.

• Ensures timely and effective inter-payer service delivery within the agency.

• Develops, implements and monitors the budget, correcting course throughout the year as needed.

• Assesses the needs pertaining to program area, and responds to meet those needs with existing resources and processes and/or development alternative options.

• Provides clinical supervision, leadership and coaching with clinical and program supervisors.

• Organizes training opportunities and sharing of staff expertise for assigned program areas.

• Effectively executes programmatic initiatives including implementation of EBPs, best practices and data collection, analysis and needed changes based on data analysis.

• Provides support/feedback to senior management regarding business opportunities, challenges with programs and target communities, and identifies solutions to problem areas.

• Participates with regional management team and other AzCA groups and leadership as appropriate

• Ensure appropriate implementation of HR related policies and procedures for the site including full-cycle staff management of direct reports and oversight of staff management for site employees, employee coaching and development, performance management, oversight of and participation in recruitment efforts, oversee site onboarding of new and transfer employees, coordinate employee corrective actions and PIPs with supervisors and Human Resources.

• Ensure appropriate implementation of operational policies and procedures including those related to Finance, CPQI, Facilities, IT, etc.

• Safely and effectively monitor programs and client activities.

• Attends and participates in all required meetings including relevant leadership meetings, committees and working groups as needed or assigned.

• Holds self and staff accountable to perform work and represents AzCA in accordance with our mission, vision, values and Foundations for Success.

• Have a visible presence on site and be available and accessible to staff.

• Performs work and represents AzCA in accordance with our mission, vision and values and Foundations for Success.

• Maintains consistent attendance and punctuality to provide consistency in serving clients.

• Performs other duties as assigned, which are consistent with the general responsibilities of the position.

Minimum Education & Experience:

• Master’s degree in Social Work or related field of study from an accredited college or university, with formal education in psychosocial functioning; assessment skills; intervention strategies; mobilizing individual and/or family strengths; and the role of social, economic and environmental factors in the development and resolution of personal and family problems.

• Minimum of 5 years’ experience in clinical oversight and management of staff.

• Must have, at a minimum, an associate license with the State of Arizona.

Knowledge, Skills and Abilities (KSAs)

• Proficient skills in clinical, administrative, management and supervisory responsibilities.

• Working knowledge of management techniques and skills in implementing supervisory best practices assessing and monitoring staff providing direct services.

• Knowledge of Models of Change, such as family systems, and adult learning models.

• Knowledge of management techniques and supervisory best practices.

• Knowledge of Child and Family Team model and 12 Principals.

• Understanding of agency policy

• Comprehensive knowledge of Behavioral Health state regulations and guidelines

• Ability to analyze, interpret, and understand budgets and be able to communicate budget related information effectively with staff.

• Working knowledge of various types of contracts including fee for service, capitation and Value Based Purchasing and correlation to budget and performance expectations.

• Knowledge of behavioral health delivery system and system partners including DCS and Juvenile justice system.

• Knowledge of Behavioral Health Outpatient licensing requirements and COA standards.

• Knowledge of an ability to effectively incorporate Trauma Informed concepts and practices.

• Knowledge of an ability to demonstrate professional resilience.

• Effectively handle emergency situations and safely perform duties despite distractions.

• Knowledge of human development and family life cycle in children and families.

• Knowledge of cultural situations involved with the child and family.

• Ability to work effectively in a diverse, multi-cultural environment and be sensitive to the service population’s cultural and socioeconomic characteristics.

• Effective written, oral and interpersonal communication skills in the English language. Might also require Spanish.

• Ability to interact effectively with various levels of staff and with guests of AzCA.

• Ability to read, comprehend and interpret complex information and apply as needed.

• Ability to work in a variety of environments in and outdoors with various obstacles, stairs and unknown conditions.

• Ability to safely and effectively monitor consumer activities, with or without a reasonable accommodation.

• Ability to maintain consistent attendance and punctuality to provide consistency in serving clients.

• Must be physically capable to administer approved behavioral management techniques as applicable.

• Must be able to recognize and communicate with your supervisor to address self-care needs in order to effectively maintain all job duties.

• Must be able to physically demonstrate competency in the following areas: operate transport vehicles as needed (unless declared a non-driver).

• Able to operate common office equipment and be proficient with electronic health

Minimum Qualification & Requirements

• Must be 21 years of age (licensing requirement).

• Possess a valid Arizona driver’s license and be insurable under the agency’s automobile policy.

• Must be able to provide own transportation for business related purposes

• Must be able to provide DPS fingerprint clearance.

• Must be able to meet training and agency compliance requirements for the position.
